The French military expert says that Romeo Dallaire could have faced the situation and suppressed the massacres."A leader, a general must reserve this option instead of being locked up in a protective legalism" said the witness testifying at the International Criminal Tribunal for Rwanda.

It has long been suggested that Dallaire actively collaborated with a US 'regime change' operation to place the region and strategic resources under American control. Another Canadian hero Louise Arbour also helped cover up the US plan by killing an investigation into the killing of Rwanda's President.

The present troubles in DR Congo are now seen as the logical extension of this US takeover first begun in 1994 and facilitated by Canada.
